Reviews and ratings are good for your Podcast, no they are not necessarily going to hike you up the iTunes Podcast chart, quite a few 'new and noteworthy' have no reviews at all. But they are social currency and they can act as a great testimonial for your Podcast.
If I said about my Podcast: "Even if I interviewed a paper bag for two hours, you would be totally enthralled by my sexy voice, I am an utter joy to listen to." you'd be within your rights to use that paper bag to vomit into.
BUT when "Tremmmer" reviewing on iTunes says: "David Tennant could interview a paper bag for two hours and I would listen to his soothing Scottish lilt quite happily. As it happens he's interviewing other talented people, making it an utter joy to listen to." well thats a tasty slice of social currency and an endorsement and makes you want to take a listen, unless maybe you have a pathological hatred of the Scottish that is.
